Search and study of QCD exotics beyond simple quark model provide critical information on the quantitative understanding of strong interaction and confinement in the low energy regime. Hybrid mesons are predicted from first principles in lattice QCD, as well as in phenomenological models of QCD. Several of the predicted hybrid mesons have spin-exotic quantum numbers, which are impossible for conventional mesons. Mapping out the spectrum of these hybrid states is a crucial goal of hadronic physics, since it provides important information on the role of gluons in QCD bound states. Complementary information from running and upcoming experiments and joint experimental-theoretical efforts are critical to understand the hadron spectroscopy and the strong interaction.
